Virtual Legislative Discussion
Join the New Castle County Chamber of Commerce on Tuesday, December 14, for a virtual legislative discussion on Senate Bill 1. This bill will mandate the provision of 12 weeks of paid family and medical leave to all private sector employees.

Bill Summary
Senate Bill 1 would require employers to grant 12 weeks of paid family leave for the following:
- To address an employee's serious health condition
- To care for family members with a serious health condition
- To bond with a new child (newborn, foster, and adopted children)
- To secure safety from domestic or intimate-partner violence
- To address the impact of a family member's military deployment
Coverage would be provide via a state-run social insurance fund.
- Funding would be provided through payroll contributions at a rate set by the state
- Above a certain threshold (currently business with 20 employees), the payroll deduction would be split between employer and employee. Below that threshold, the payroll contribution would come solely from employees
- The initial payroll deduction to finance the program would be 0.4% for medical leave and 0.32% for family for 2023 and 2024. In 2025 and after, the Department of Labor would set the contribution rates via actuarial calculations
